Identifying the Obstacles of Implementing Media Policies in IRIB

Abstract:
Purpose
Policy making is actually a type of content planning that is important for producing effective content in the media. But sometimes what we see in real is the large distance between the programs produced and ideas about the implementation of policies. Finding out this gap is necessary for the success of policies. Considering the position and role of the TV deputy in the management of television programs, the aim of this research is to identify the obstacles that hinder the successful implementation of media policies in this deputy of IRIB. Methodology
This applied research was conducted by thematic analysis method during 15 semi-structured interviews with experts and experts in the field of media policy making. The data has been coded and analyzed in three stages of description, interpretation and integration using the MAXQDA qualitative data analysis software. Findings and results
Obstacles to the implementation of media policies in the tv deputy were categorized in four stages: "compilation", "information and persuasion", "implementation" and "monitoring and evaluation". The results showed that weakness in problem identification, policy formation, weakness in persuading executives, inappropriate policy distribution, financial and human issues, lack of coherent evaluation system, and lack of implementation guarantee are the obstacles to the implementation of media policies in tv deputy.Keywords:
