A Model for Evaluating the Performance of Human Resource Management in Ministry of Sports and Youth

The study is to design a model for evaluating the performance of human resource management in the Ministry of Sports and Youth. In this research, the data theory method of the Systematic Approach Foundation was used. The statistical population was sports experts who were selected using purposive sampling method in order to achieving theoretical saturation. In this technique, an initial group was selected to interview and then the next groups were introduced to interview by the same group and sampling continued until the research reached theoretical saturation and adequacy- after 14 interviews, theoretical saturation was obtained. In this study, a semi-structured interview was used to collect data in the qualitative section. Finally, three overlapping processes of open coding, axial coding and theoretical coding were used to analyze the data. Based on the findings, 85 open source and 21 code-centric were counted, which were classified into causal, contextual, intervening, strategic, consequences and central categories.  The results showed that the human resource management in the Ministry of Sports and Youth should be aware of the performance of their human resources and to identify their strengths and weaknesses.
