Designing a development strategic plan for urban Districts using the analysis technique of related decision areas (Aida technique)(case study: District 4 of Isfahan)

With the departure of the simple, comprehensive approach from the knowledge of planning following the criticisms leveled at it, in the late 1960s, the comprehensive rational approach was preferred by the planning institutions to the simple, comprehensive approach. Comprehensive rational plans, with emphasis on rationality and attention to the rational decision-making model, provided the ground for the presence of a strategic approach in the science of planning. In the Iranian planning system, the complete non-realization of the prepared plans with a comprehensive approach and little success in achieving the goals caused a new agenda for planning to be determined under the title of "strategic plans".The purpose of this study is to design a strategic plan for Isfahan District 4,, This research in order to answer three questions: How to achieve the strategic plan of District 4 of Isfahan? What are the problems regarding the implementation of urban plans in District 4 of Isfahan? And what are the most appropriate scenarios for the realization of the strategic plan of Isfahan District 4? In order to achieve the research, the method of inferring problems in expressing goals, the method of confrontation and internal and external factors in expressing strategies and the method of analyzing related decision areas (Aida technique) and the strategic selection process have been used to achieve urban plan design.
