The Examples of the Need for the Second Parliament in Legislative System

The legislative system of Iran is one chamber, while it seems that regarding the functions of bicameral systems, the Iran’s legislative system has been changed into bicameral one. The high volume of work of Islamic Consultative Assembly and lack of attention to all legislative duties by this body is caused by its huge activities. Many of other important necessities including, protection of the Constitution, improving the quality of legislation and respect for human rights and… can be a base and necessity of establishing a second chamber in the Legislative system of Iran. However, apparently the realization of this issue is very complicated, so this paper attempts to hint to the necessity of establishing a second chamber. On the other side the method of conduct in this article is descriptive- analytical.
