Evaluating the Level of Civic Participation in Crime Prevention with Special focus on Theft Crimes: A Case Study of Northern Khorasan in the Year 1392

Controlling the crime and restraining the deviances is the main concern of criminal justice system in which the police is playing the main role in this system. It is obvious that in such circumstances applying the only criminal tools would not be effective (reactive) in order to cope with deviants and criminals and therefore different criminal policies are applying different non-criminal preventing tools (Active) to cope with deviants and criminals. In the meantime, police could not be successful in preventing the crimes lonely and without utilization of people’s participation and other government and non-government institutions intervention. The purpose of this study was to evaluate the level of civic participation in the prevention of theft crimes with utilizing the potential capacities of people and Non- Governmental Organizations (NGO's). This research has been conducted through survey method. For collecting the data a set of scheduled interview is used. Content validity of the measure is controlled by experts and its reliability was checked by Cronbach’s Alpha Coefficient which was totally about 86%. The sample size was including the 387citizen,41 NGO managers, and 50senior and junior police officers from Crime Prevention Department in Northern Khorasan province. Collected data were analyze during SPSS soft ware and utilizing the T and Z tests. As a result, people and NGO managers believe that civic participation can play an effective role in preventing the theft crimes.
