Designing an Optimal Model for the Implementation of the Health System Reform Plan

This research was conducted with the aim of designing theoptimal model for the implementation of the health systemtransformation plan, which is qualitative in terms of practicalpurpose and in terms of the method of data processing, which isbased on the foundational data theory. Its statistical population includes expertsand experts in the field of the country's health system, from amongwhom 12 people were selected using judgmental and snowballsampling methods, taking into account the criteria of expertise andsampling adequacy. The method of data collection was a semistructured interview with an exploratory approach. The process ofconducting interviews with experts continued until the data reachedthe theoretical saturation stage. The interview text was analyzedusing the data theory based on the systematic approach of Straussand Corbin during three stages of open, central and selective coding. Based on the results, 184 concepts have been identifiedand categorized in the form of 36 subcategories and 6 generalcategories. Finally, the research paradigm model was drawn basedon the causal conditions, central category, background conditions,intervening conditions, strategies and consequences of theimplementation of the health system transformation plan.
