Analyzing and prioritizing the development of urban parks using the TOPSIS technique with a spatial justice approach (Case Study: Mashhad city)

The growth of urbanization and population increase in Mashhad city during several years and the existence of environmental pollution in this city require green spaces, especially parks, and its expansion as one of the most important factors in improving the life and health of citizens. For this reason, urban parks are one of the facilities whose distribution and dispersion in the city level is of great importance. In this article, we examine the distribution of parks in 13 districts of Mashhad, suggesting the lack of such a space in some districts and its excess in others. As such, the distribution coefficient of parks among the districts of Mashhad is 0.89, which indicates that the distribution of parks in Mashhad is unfair. The purpose of this article is to provide a suitable model for the optimal distribution of parks in each of the city's districts according to components such as population, population growth rate, park development rate, parks per capita and the ratio of park area to the district area. The research method is descriptive-analytical and data collection is based on library studies. In this research, the correlation of variables was investigated and by using the TOPSIS technique, each of the city's districts was analyzed and prioritized for the development of parks based on the mentioned components. The results show that the area of the district has the highest correlation with the park development rate and the population growth rate. The results of the TOPSIS test showed that district two has the first rank in the development of parks.
