Designing and validating the education model of executive organizations in the CEPA program based on blended learning

Abstract:
The CEPA program is part of the Ramsar Convention for the protection of international wetlands of member countries, including Iran. The present research has been carried out with the aim of designing and validating the model of combined training of executive organizations in the CEPA program of international wetlands in Sistan and Baluchistan region. This research is descriptive-survey in terms of purpose and qualitative-quantitative research method.In the qualitative section, the pattern components were extracted by combining IBM's blended learning model and CEPA program components. Then, authentic sources and documents were evaluated through the Q method, and among 110 propositions, 51 Q phrases were theoretically saturated by ten experts. The statistical population included executive organizations of the region. Questionnaire Q was given to 19 experts of the CEPA program by means of targeted sampling, and the micro-components were prioritized. In the quantitative part, the questionnaire was validated by SPSS and Amos software and its reliability was calculated with Cronbach's alpha (0.90) and structural equation modeling analysis was used to test the model. Based on the results of the qualitative part, the model includes four main components of communication and interaction, education and information, partnership and cooperation, and sustainable practical action and 16 key micro-components. The results of the quantitative section also show that the t-statistic values for all factors are higher than the standard absolute value of 1.96and the fit of the whole model is acceptable. The results showed that action to protect wetlands by executive organizations is the main priority. Blended learning of information topics, identification of threats, development of a collaborative approach and protection of biodiversity were also determined as the priority micro-components of the Blended learning model of the CEPA program.
