ضرورت ایجاد مشارکت عمومی - خصوصی در تقویت محله آبکوه شهر مشهد در راستای رویکرد توسعه پایدار

One of the consequences of development and extension of the cities is the integration of some rural areas that would be the important point in urban and regional planning in order to prevent some future socio-economic and physical problems. The Abkooh and Saadabad quarters of Mashhad were two villages 4 kilometer far from city in 1966 that according to city master plan in 1967-70 were in west band of developments and the detailed plan was approved in 1972. Today these settlements with a surface of 40 ha are pretended as a stain in well planned and high level districts of Mashhad and different visions of authorities raised some significant inquiries. The eviction purpose of decision makers and wrong interventions of local authorities in different periods of time made a dramatic distrust between settlers and local government. Consequently, the rate of achievements of plans is less than 10% after about 3 decades. Therefore, according to the negative points of the quarter and its social, economic and geographic capacities, the concept of public-private partnership would be more appropriate rather than other methodologies of interventions. The gentrification and empowerment of the Abkooh as the main goal is thereby defined. As a suggestion a new organisation including the governments, local authorities, NGOs and all other influenced sectors were defined in order to better understand challenges and develope practical solutions to achieve sustainable development.
