Designing a model of Good Governance Based on Open Systems Theory

Abstract:
Lack of economic prosperity, poverty, unaccountability, corruption, and the marginalization of law are the main challenges faced by developing countries. Studies on development as well as the strategies of world organizations indicate that good governance is the main factor contributing to country development. This article reinterprets the theme of governance and provides three main characteristics of good governance, namely, effectiveness, efficiency, and equilibrium, using the concept of "decision-making". Taking a process approach, the proposed model considers good governance as consisting of procedural components (instrumental) and ultimate components (value-added) in all administrative, economic, political, and social dimensions. This paper has developed a comprehensive model of good governance, using fuzzy logic. Using the same instrument, researchers, managers, and statesmen are able to detect the current status of governance and they can also analyze the future so as to devise the most effective mode of governance accordingly.
