This article is based on a survey done in kharg as a Case Study. This paper present the importance of social development of the island and social objects of staff as human capital and the need to social assessment in area. The island's social condition and itsimpact on the environment where Oil staff live is studied in this article and it show living conditions in the island, especially He living conditions of oil industry staff, and describe structural proportion for oil development and social development, alsoprovide its operational requirements in Kharg. In this article the main question is "who is responsible for social development and providing the minimum standrds of the secure environment in the island for to staff live in?"
