Nowadays the confrontation approach and coercive measures، mostly in military form، have replaced by software approaches in the international system، which has been unsuccessful especially in the regional level. This new approach originated from the modern security doctrines، is comprised of three factors، including interest، power and threat. Based on this approach، the main effort is done to secure interest and to contain threat by soft powerThe US experience in the regional crises like the war in Afghanistan and Iraq have already indicated that other than technology، the Americans are to restructure their human resources and in order to promote their efficiency in the regional wars، they have paid due attention to the quality of human resources in parallel with technological improvements.
