Security is one of the topics that has attracted the attention of authorities, the crime caused the loss of security at different levels of the society, When not prevent crime, reduce security and leads to dissatisfaction of the people of the state have been and this will bring unpleasant consequences to himself. The robbery of the crimes that reduces security and order in society. The aim of this study was to investigate the role of public participation and factors in the prevention of theft in the city of Semnan. The method of this study, a social survey sample consisted of 296 residents are in Semnan city and research data were collected using questionnaires and interviews. The results show that among the measures to prevent theft by the media, Identification and control of stray police and drug users to identify and monitor police on the border-populated city of Semnan and government agencies and public (Municipalities, education, housing and welfare) for the prevention of theft in the city of Semnan, there is a significant relationship. So that the amount of work done seriously; the same level of participation, interaction and trust in the police increases.

In this study, we have identified the causes of the mass desertion of duty personnel police commander in the province, to investigate the reasons addressed. In this regard, such as the range of levels, years of service, service unit at the time of the crime, the emotional, physical, financial and family were considered criminals and other components and to determine the contribution of each of these factors and the opinions of the perpetrator and experts in action in the end, using the same ideas, strategies to reduce the administrative charges due to organizational features and capabilities offered. After confirmation of the validity and reliability by statistical software, questionnaire carried out and the results were analyzed.
