Increasing population in Tehran and following problems caused by citizenship in economical, social, cultural and environmental aspects make it necessary to create and use modern urban management with the best technologies. One prevalence and important problem in Tehran’s urban management is its weakness in receiving information about citizens’ demands so that the managers can provide urban services in different regions. Here one of the best ways to get information about citizens’ problems and issues and their ideas about urban management is to provide some phone lines and get this information from themselves and this is being done by having 137 in Tehran municipality. In this research which its information has been collected from 412 citizens using questionnaire, it is tried to survey the effective factors on 137 phone line and help the line to be used more by citizen. The result is that the most important factors for 137 are “understanding the ease of 137” and “understanding the usefulness of 137 “which effect a lot on how much people use it.

Having and developing Electronic urban services in municipalities out of doubt has many advantages in urban management. considering the authority increase in urban management we can find the necessity of master planning for services development in Electronic municipalities. This article is a research report which is done to determine electronic municipality service development for Tehran 13th region. In the first step of this research the effective key actors for municipality electronic services are determined and in the next step existing strategic factors in each area are recognized. Then each of these factors determining their importances were evaluated based on evaluation of internal and external factors matrix. So the internal and external factors are put into levels and the most important opportunities, threats and weak points of region’s municipalities in electronic services are introduced. Finally usingthe tools of strategic situation determination some guidelines in two groups of main and specific for electronic municipality services development are provided.

When we introduce information technology as a high technology we expect to do all we want more accurate, faster, easier and safer using this technology. These days’ cities are symbols of traffic and crowd that we should solve the providing urban services problem using information technology. Urban services should be in a way that make cities able to use them fast and with the best quality which considering all problems in cities is only possible using modern tools and knowledge. So in this article we evaluate Isfahan Electronic Municipality –as one of the most important metropolitans of Iran –and at the end considering the result we suggest some ways to improve information technology.

With the new social, economical and cultural conditions these days spare time is introduced as an important part of life and its quality has gained more importance. This article showing the importance of spare time and its relation to spend it actively in urban spaces has surveyed its place in people’s life and tries to identify urban open spaces’ role in time spending and then talks about urban open spaces and its problems and finally suggests ways to improve urban open spaces.

Advantages of information technology have caused movements in cities to use this technology. But these movements and efforts in many countries (especially in developing and underdeveloped countries) have made a big problem which despite investment on this technology its development is very slow. The main reason is the low level of electronic preparation in society or municipality to accept and use information technology and there is another reason which is not having a research for its effect and use in this area. To evaluate the information technology in municipalities which is conducted by ICT MP (ICT Master Plan) the evaluation project for electronic preparation in the beginning of each year is being suggested. In this article it is tried to provide a municipalities’ information technology evaluation plan and its relation to make it up to date. Main measures in planning this cycle is determining a model to evaluate municipalities’ electronic readiness including model, levels, and index and choosing a function model for each year and using its results to update the ICT Master plan.
