Analysis of Inhibitory Factors of ICT Adoption in Rural Line Organizations: the Case of Boyer-Ahmad County

Abstract:
Nowadays, using the Information and Communication Technology (ICT) in organizations brings about a lot of effects and consequences, calling for both analysis of user's needs and attention to inhibitors of using this technology. This study aims at identifying inhibitory factors of ICT adoption in rural line organizations of the Boyer-Ahmad county. Statistical society consists of the county's employees working for the public organizations (N=366), among whom a sample of 189 respondents is selected according to Krejcie and Morgan sampling table as well as stratified random sampling technique. Data are collected through a questionnaire which is verified in terms of both validity by face validity technique and reliability by calculating Cronbach’s internal consistency reliability coefficient (=α0.943). Also, the Exploratory Factor Analysis (EFA) technique is applied to identify inhibitory factors of ICT adoption and create their structural framework. As shown by the study results the main inhibitors of ICT adoption in rural line organizations include the nine factors of infrastructural, knowledge-skill, organizational, finance-cost, complexity of ICT use, social, management, computer anxiety, and lack of consistency.
