The Effect of Autonomy and Security on Development of Private and Nongovernmental Higher Education System

This article follows the effect of "autonomy" and "security" in the private and nongovernmental higher education. In this study after doing in-depth qualitative interviews with members of the focus group and identifying existing indicators, by using the Delphi method, the influence of each component in the current state and the desired state has been determined. The results show that: financial autonomy, science autonomy, financial security, recruit faculty autonomy and independence in partnership with foreign universities have a great impact on the development of private higher education, while the political autonomy and security and independence in attracting faculty are lowest rating and most difficult situation
