CHANGING THE ANARCHIC INTERNATIONAL SYSTEM TO REGULATORY INTERNATIONAL SYSTEM: A CONSTRUCTIVIST CRITICISM OF KENNETH WALTZ'S VIEW

One of the most important concepts in IR literature is anarchic internationalsystem proposed by Kenneth Waltz in his theory of «structural realism». Anarchicinternational system، which is composed of a structure and interacting units،determines the character of actor''s behavior. Waltz argues this is a stable system isstable، that the only way to change it is to make changes in its ordering principle anddistribution of capabilities. Here، however، the author believes that، contrary toWaltz، the anarchic international system changed into regulatory internationalsystem، because of changes in the units as well as regulation of activity within theinternational community.
