Analysis of Conventional Socio-economical Rationales in the field of Science, Technology & Innovation Policymaking based on Thematic Method

Policymaking rationales act as the intermediary between theoretical foundations and political implications, which are rooted in abstract concepts on one hand, and present empirical implications in the field of policymaking on the other. Although conventional economics, also known as open market economy or neoclassic economy, evades from submitting any prescriptions, it implicitly and explicitly leads to political rationales based on which specific political implications are presentable. Due to significance of unobstructed expression of these rationales in the field of science, technology and innovation policymaking and purely implicit stipulation of the aforementioned concepts in the field of conventional economy, their explicit elicitation, especially by considering the role of conventional economy in political decision-makings of science, technology and innovation in Iran’s society bears considerable importance. Accordingly, eliciting conventional economic rationales in the field of science and technology in the present research is examined based on valid and pertinent researches. By employing Thematic Analysis and data based strategy, core rationales of policymaking in the field of science, technology and innovation are examined by having conventional economy approach in mind. As the findings show, rationales and specific procedures are obtained alongside the concept of market as the core subject. Accumulation of intellectual and human capital and interiorizing knowledge activities costs, development of general-purpose technologies and improving the business environment are among the most important rationales.
