An Essay on Basic and Strategic Dual of Culture in Cultural Policy of IRIB

This article has been written the aim of reviewing the Cultural Policy field and linking basic and strategic dual of culture with the Cultural Policy. Author tried to explain concepts for example Public Policy, Cultural Policy then basic and strategic dual of culture that have the key and determined role in Cultural Policy mechanism of IRIB. With the theoretical thinking about Policy field, we can count basic and strategic dual of culture like "culture as art or Believe and value system", "Democratization of culture or Cultural Democracy", " Disclosure Policy or Policy invariance ", "culture as Substantive value or a device for development", " Populism versus Elitism". From author perspective, the response of IRIB to basic and strategic dual of culture, create different trends in the Cultural Policy field. In the other words IRIB achieves to different Cultural Policy in comparison with other countries, with selecting self way among cited duals.
