Site Selection of Shelter by using AHP Hierarchical Analyzing& GIS based on the Urban Management Trend in Semnan Province

Today, so it seems that using Multiple Attribute Decision Making (MADM) method side Geography Information System (GIS) for site selection present more effective result. The purpose of this research was to present a new approach to site selection of shelter and to help the decision makers of semnan shelter in prioritizing suitable sites and selecting optimum site in order to establish its new branches. TOPSIS is used for weighting criteria and ranking regions of city and GIS is used in recognizing sites and AHP is used in prioritizing sites and selecting optimum site. This research is analytical-descriptive with applicable aim and analytical procedure. The instrument to collect data was AHP pair wise comparison questionnaire and TOPSIS self - designed questionnaire that is given 5 shelter experts. The results of this research indicated that the both dimensions of spatial and managerial are considered in site selection of new shelter.
