Designing the defense's need assessment model and proposing the defense capabilities for Iran

Abstract:
Now a days, need assessment is one of the most important systems of defence acquisition system in the world. According to dynamic nature of future environment and its complexity, uncertainty and instability, the classic approach of need assessment (threat-based) is not so effective anymore and so, some countries have changed their approach from threat based to capability-base recently. Using threat-based approach and the lake of integrated and comprehensive model for need assessment in defence field of the our country lead to enforcing high costs. This study is aimed to present a comprehensive capability based model for need assessment and extract probable capability components of the country. For this purpose, defensive information related to need assessment of America, Australia, Britain and Canada have been collected, interpreted, compared and analysed. Then, need assessment models were investigated qualitatively by Meta sensitize method and finally a capability based need assessment model in defence field presented. A list of capability components is proposed for the country either.
