Status and Capacity of Virtual Embassies in New Diplomacy

Diplomacy has reviewed its boundaries and meanings and turned into a complex activity. Rapid growth of communication technologies and virtual networking has created a new form of diplomacy in which establishment of virtual embassies is considered to be among its consequences. This paper reviews the functioning and activism of virtual embassies in cyber diplomacy through analytical-descriptive method and by using library and virtual resources. It basically raises the question as to what the capacities and relative advantages of virtual embassies are in diplomatic horizon. Finding the best approach for explaining this point by relying on the concept of modern diplomacy as a method for influencing the identities, discourses and actions of players in the global public sphere will be possible with the help of new global networks and media. On this basis, it can be said that although the virtual embassy is still in the conceptual stage, virtual diplomacy is in the core of attention as a tool for supplying targets and interests of countries, especially at economic and cultural levels.
