Rethinking Public Administration Education Based on Updated needs by using Zaltman Elicitation Technic

Abstract:
By recognizing environment needs correctly, Institutions and organizations can be more responsive. Higher education institute for training capable students should recognize learner needs and change educational strategy in the way of responds to their needs. In this way, effectiveness will be improved. The goal of this study was to identify needs of master public administration students. The method of this study is qualitative and the data collection and data analyzing method is done by use of Zaltman Metaphor Elicitation Technic. Therefore, the present study has some implications for the awareness of needs and deep insight of learners. By examining the use of this technic, an effective improvement has been achieved in deliberate design of courses. We sample from MSc and PhD students who studies public administration in the University of Tehran in two phases. First sample include seven students that deep interview with them was conducted. concepts elicit from interviews transcript indicate the requirements and results of training a specialist in public administration and the result of training in university of Tehran. Then the second sample was taken from five PhD students and the elicited concept was investigated by them.
