Future wars will be "deterrence", "providing a variety of responses through the creation of necessary capacities" and "better and more efficient use of resources." The mobilization of national resources can provide unparalleled capacity for leaders and commanders to rely first on deterrence and, secondly, in the event of a war, change the fate of the battle for the benefit of the front.
