Pathology effective institutional structures in realizing the integrated municipal capital management

Today, problems such as proper and up-to-date municipal law for the management of metropolises and cities of the country, is not clear the definition and separation of national duties from the local and contradictions and the lack of coordination therein,Lack of transparency and assignment of tasks, limits of authority and responsibilities between the bodies of national and local affairs, enlarging the government and paying little attention to addressing urban governance issues, Increasing social issues and lack of transparency of responsibility for related tasks, low level of people's participation in the affairs of cities and neighborhoodsHas created strong motivations in all sectors of society in order to achieve a practical and effective solution. The main objective of this article is to achieve a strategy of aligning the interests of governmental and non-governmental organizations in achieving integrated urban management. The main question of the article is that what are the barriers to the failure to realize the integrated management of Tehran metropolis? The theory we are testing to answer the main question is that it looks likeThe barriers affecting the failure of the integrated management of the city of Tehran is Structural variables and management variables within government agencies and between governmental and non-governmental organizations. The findings of the paper show that there is a meaningful relationship between managerial variables affecting the lack of realization of integrated urban management in Tehran and governmental and nongovernmental institutions.
