Improvement of neighborhood performance in Iran by utilizing urban laws that have been considered in the framework of the participation of local institutions and organizations if this partnership and its improvement are beneficial to local residents and a better opportunity to reach an ideal society and Transcendental. In the present study, in terms of the type of target, it is desirable to evaluate and analyze the descriptive-analytical rules. Roads' performance is governed by law and regulations of urban planning, legal and legal documents, and authoritative scientific and printed materials. Also, for analyzing the data, the content analysis method has been used. According to the studies carried out, urban planning laws and regulations, in the form of facilitating and constructive role, can address the legal and legal obstacles to realization of road improvement in the context of the legal system of Iran by providing the necessary mechanisms and Coherent prerequisites and infrastructure, improve the performance of regulations and regulations in areas of noise pollution, air pollution, environmental protection and revision of enforcement of neighborhood performance laws.
