Organizational Entrepreneurship as Step to the Entrepreneurial Government
The traditional model of public administration over the last decades has changed to entrepreneurial government or new public management. Because in the traditional approach public innovations have decreased and the rules and regulations of the hierarchy of orders have led to a reduction of flexibility. As a result, for more flexibility and reduction of government size, states use a new approach of entrepreneurial government with goals such as using private sector methods for more outputs and more responsiveness to customers
In the new approach one of the actions that governments can use is organizational entrepreneurship that contribute to shape innovative behaviors, increase risk taking, outputs and outcomes in government agencies and the workplace. Accordingly in this paper, after introducing traditional and new approaches to public administration and organizational entrepreneurship based on review method, an organizational entrepreneurship framework including enablers, process and output has been introduced.
