Abstract:

One of the most effective cultural programs in countries are the cultural "policies, plans and programs" that are formulated and implemented in the form of government programs. The focus of cultural programs is "cultural policies". The basis for adjustment of cultural policies is political theory. Political theory is an applied theory that can illustrate the framework of government action and government intervention based on the values of each society. In this paper, through using qualitative content analysis method, in search of the mechanism for the formation of cultural political theories, we investigate its origins in cultural policymaking literature and cultural theories in order to provide the context for critique of the rival literature, while providing reasons for the formation of cultural policies. Therefore, the context for the design of cultural policy theories in the Islamic-Iranian model of progress can be prepared so that we do not use imported cultural theories along the way
