Integrated Model for Identifying Effective Challenges on the Implementation of a Multi- Pillar System of Social Security

Abstract:
Reducing social inequality, promoting prosperity and national development, preventing the institutionalization of poverty, population aging and the problems of the traditional insurance and pension system are the reasons for implementing a multi- pillar system of Social Security. The purpose of this research is to identify and rank challenges that affect the implementation of the multi- Pillar system of Social Security. Despite the importance of welfare and social security and the coverage of the different social classes and the involvement of related 18 institutions to the welfare and social security, there are a few researches conducted in this field (Especially Persian studies). Most researches in the field of multi- Pillar system of social security have not been done systematically, and some cases of research that have been done by methods are based on descriptive statistics techniques and tools. After studying the background of the research and applying experts opinions, five main indexes and fifteen effective sub-indexes in the implementation of this system were identified. Then by requesting more than 100 scholars and researchers of related organizations and institutions of the comprehensive welfare system and social security and active professors of university in this field and also some authors of welfare field and public policy making which were selected by purposeful judgmental sampling method, DEMATEL questionnaire was asked and done to investigate the interaction of each every one of them and also the interaction of each part on the network. Then data were analyzed using the DEMATEL’s technique. DEMATEL’s technique divides the factors affecting the implementation of the multi- Pillar system into two impressive and impressionable categories. Subsequently, by using the network analysis method (ANP), the impressions associated with each of these indexes were determined. The results of the ranking indicate that the most important and the most effective indexes, the “retirement system index” and he “loss of balance of resources and expenses of pension funds” is the most important sub-index.
