Investigating the Violation of the Insurance Principles of Social Security Organization in View of Actors

This present research has studied why and how (social security organization is at risk) in view of the actors of this major. Qualitative approach and Grounded theory were used for this article.

Used information consisted of two sections which the first part was collected from other research and analyzed by secondary analysis in this article. The second part was collected and analyzed with underlying grounded methods by the author through internet survey and in-depth semi-structured interviews with staff of organization.

The data showed that two kinds of Clienteles (political clientele and organizational clientele) is violating and weakening the insurance principles of organization. Political clientele is the intervention of politicians in different ways such as suspicious product borrowing, custom or imposed recruitment and appointment, intervention in the standard career path, intervention in constitution of service centers, intervention in servicing of organization and organization companies. Organizational clientele occurs in form of non-scheduled distribution and non-imposed give-and-take with politicians.

The most important cause of this action in actor’s view refers to: (low and wrong awareness of politicians about social insurances), (not forming the legal-political background of democratic dialogue (weak unionization) and role of political institution in weakening it), (clientele resurgence in society and not forming ideal Webern bureaucracy) and (localism and partisanship of politicians.)
