The Role of Caviar Smuggling in the Water Border Security in Golestan Province (A Case Study of Gomishan City, 2009-2010)

Abstract:

This study has been conducted for stemming the reasons of genesis and investigating the effective caviar smuggling in water border security in Golestan. This study is implicational in terms of its purpose and in terms of the method it is descriptive-survey (articles, documents, reports, institutions, and other appropriate organizations). The statistical population of this study includes Golestan commanders and vice admiral, fisheries authorities, city authorities, and hunters of whom 370 members were randomly selected and the questionnaire was distributed among them. For inferential analyses of the first and third hypotheses an independent-sample t-test and for the second hypothesis Pearson Correlation Coefficient have been used. The results of this study indicate that the life and unemployment conditions of frontiers have the most effect on caviar smuggling. Lack of coordination, sporadic and incoherent actions of relevant institutions in caviar anti-smuggling case and also the existence of considerable caviar fish are the other ranks of importance in smuggling this lucrative stuff.
