Measuring the Physical Resilience of Urban Neighborhoods in the face of an Earthquake Using VIKOR Technique (Case study: Region 10, Tehran City)
In recent decades, a significant increase in the occurrence of natural disasters throughout the world has caused a resilience as a comprehensive approach in dealing with natural disasters should be considered. Region 10 of Tehran municipality, located in the central part of the city, has ten neighborhoods and faces many physical problems which will suffer irreparable damages and losses in the event of an earthquake due to high population density. Therefore, this research aims to assess the physical resilience in region 10 of Tehran as an old and rusty region. In this regards, Delphi method was used to extract the indicators and AHP technique was utilized in order to determine their weight. Then, the studied neighborhoods were evaluated using the VIKOR Technique. The finding AHP technique show that among the investigated indicators, “rusty texture”, “green and open spaces”, “main roads” and “crisis Headquarters centers” can play a significant role in the physical resilience of region 10. The results of VIKOR technique reveal that south Zanjan, Shobeyri-Jey and Soleymani-Teymuri neighborhoods have the highest level of physical resilience. Also, Hashemi, south Karun, Beryanak and Haft-chenar neighborhoods have the lowest level of physical resilience, respectively.
