Identification and Strategic Planning of Promoting the Role of Villages in Regional Development (Case Study: Sarvabad County, Kurdistan Province)
and their analysis is done by using the Topsis technique, spatial statistics tools (Moran autocorrelation index, hot spots), binary comparison, and Strategic planning in order to determine the sustainable regional development of rural areas in the county. Service and investment's constraints in developing countries, including Iran, on the one hand and a new approach to regional planning on the other hand, require the implementation of sustainable regional development in two main steps; Initially, decentralized development based on spatial justice should be formed; in this regard, the need to create a spatial hierarchy of interconnection points based on their degree of capability and sustainability should be provided; in addition, permanent and capable centers should be supported to play the role of centrality and guidance of development flow to the points with less power and sustainability, so that an optimal functional space could be created. Also, a well-designed and effective program must be designed in accordance with the current status and the desired future, consistent with the capabilities and advantages, in order to increase the regional capability of these centers. In this regard, the objective of the present study is to identify the areas with the ability to play a central role in the spatial-hierarchical system of the county by measuring the sustainability of villages of Sarvabad, and by designing a strategic plan, direction and the manner in which these centers should function in line with the desirable role.
