Responsibility of governments for crimes against Rohingya Muslims in international law under the influence of geopolitical rivalries

Abstract:

One of the greatest human catastrophes occurred in the first two decades of the twentieth century in Myanmar's Rakhine State and against Rohingya Muslims. Ethnic cleansing, genocide, crimes against humanity, and any other similar phenomenon that is seen as a form of human rights violation have occurred against Rohingya Muslims. The main question of this article is what was the responsibility of governments in the face of these catastrophes and why, except for a few small powers, a superpower such as the United States does not seriously address this gross violation of human rights? The hypothesis of the article, which was examined descriptively-analytically, is that the United States, under the influence of geopolitical considerations such as China's proximity to the Myanmar government in the face of humanitarian catastrophes in the country, only issued an oral statement, a statement, and finally a recommendation. It is enough. It was expected that the United States would establish humanitarian intervention in Myanmar on the basis of the principle of international responsibility for protection. The current behavioral response to this gross violation of human rights stems from the pressure exerted by the great powers. The paper's findings show that the United States' approach to human rights abuses in different countries is subject to double standards. The most optimistic case is that the great powers are said to be a major obstacle to preventing the effective and independent functioning of international institutions under existing laws in dealing with human rights abusers.
