The philosophical foundations adopted by scholars and policymakers about the nature of human beings, society, and essence of values inevitably interfere with diplomacy and policymaking; though they are not explicitly stated or even definitely advocated. The present study, based on a rational-ijtihadi approach, investigates the most significant philosophical foundations effecting chastity and hijab policy. It also aims to answer the following questions: on what philosophical basis should the chastity and hijab policies be stabilized in Islamic Republic of Iran? According to the findings of the research, the Islamic system should integrate its policies on the following heptad foundations of innateness, voluntarism, religious and personality differences, innateness in gender differences (anthropological principles), integration of individualism and holism based on community law (social ontological foundations) and value absolutism (value-oriented foundation).
