Abstract:

The transfer of public sports facilities to the private sector is one of the programs that has been included in the long-term executive goals of the government; Developing countries such as Iran have faced issues such as high fluctuations in government support for the sports sector, a lack of integrated programs, and a lack of a comprehensive program to attract private sector participation due to global developments. The purpose of this study was to identify the barriers to the transfer of public sports facilities to the private sector in Alborz province. The statistical population of the study included all managers of private sports facilities in Alborz province (172 people). By referring to Morgan table and considering the phenomenon of dropout, the researcher considered 130 managers of private sports facilities as a statistical sample. According to the objectives of the research and in order to collect the required information, a researcher-made questionnaire on privatization transfer barriers in sports was used. The extracted variables included four sections: economic barriers, political-legal barriers, socio-cultural barriers and managerial barriers. Specialists and professors of sports management were used and approved to confirm the face validity and content of the questionnaire; The reliability of the questionnaire was 0.86 using Cronbach's alpha. In order to analyze the research data, the Friedman test method was used to examine and prioritize the barriers to the transfer of public sports facilities to the private sector. Findings showed that the ranks of barriers to the transfer of public sports facilities to the private sector differ. Management barriers with an average (2.84) first priority, followed by economic barriers with an average (2.66), social barriers with an average (2.14) and in the lowest priority political barriers with an average (2.02) ) It is appropriate to. It is suggested that by handing over the loss-making sector to the private sector by government agencies, leaving out incompetent government agencies and interacting with the agencies in charge of sports and eliminating parallel work, the conditions can be set for advancing goals and removing obstacles.
