Socio- cultural impacts and consequences of two methods of managing the release of dam reserves (Case study: Kochray and Azad Dam)

The implementation of reservoir dams over the past five decades has caused the displacement of more than 80 million people. According to data collected by the researcher, more than 2 million people in Iran have also been affected by the construction of dams. The purpose of this study is to investigate the Socio- cultural impacts and consequences of two methods of managing the release of dam reserves, criticize these two policies and why the effects and consequences occur And identifying the causal, contextual, intervening, strategic, and its implications has been the first experience at the national level. The research method is qualitative and the Grounded Theory is used. The study participants were 85 informants and local experts who were interviewed with a semi-structured questionnaire. The data were analyzed based on three methods of open coding, axial coding and selective coding. The results of the interview analysis included 1213 general concepts that were represented in 251 subcategories, 39 main categories and 2 central categories. The research findings based on the paradigmatic model show the relative stability of social and cultural domains in relocation and resettlement policy and the disruption of social structure and cultural context in cash compensation policy. The results of the present study can be considered in terms of the necessity of changing the approaches, reforming the bills, determining the social sphere and the need to monitor and evaluate the social and cultural impacts of the projects.
