An Explanation of E-government Development Model for Presenting Optimal Public Services Based on the General Policies of Resistive Economy

This research is aimed at designing the E-government Development Model for presenting optimal public services based on the General Policies of resistive economy, and identifying and explaining the relevant components and indicators.  This is an applied research which follows an exploratory mixed (qualitative and quantitative) method. Reviewing the literature and referring to 15 academic experts and executives by using Delphi method, the researchers identified the components of e-government development model in the qualitative section. In the quantitative section, a researcher-made questionnaire consisting of 87 closed-ended questions was distributed among 285 employees of Tehran Tax Affairs Organization. A purposeful sampling method was used in the qualitative phase, and in the quantitative phase, stratified random sampling method was employed. Validity and reliability of Delphi method, as well as researcher-made questionnaire, were measured and confirmed. Afterwards, the identified factors in the qualitative section were tested with one-sample t-test. The results revealed that national infrastructures, e-government readiness and provisions, information and communication infrastructures, Jihadi services, factors related to the citizens and service effectiveness contain the most important components of e-government development model in Tehran Tax Organization, respectively.
