Designing an External Professional Ethics Model for Deputies and Heads of Education and Training Regions of Tehran Province
The aim of this study was to design a model of extraorganizational professional ethics of deputies and heads of education districts in Tehran.
The research method was qualitative hybrid method by grounded theory method and structural equation model by quantitative method. The study population consisted of deputies and heads of education districts of Tehran and a sample of 20 people in the qualitative section and 380 deputies and heads of 22 education districts of Tehran were selected in the quantitative section. The research tools were a semi-structured interview and a researcher-made questionnaire to assess extra-organizational professional ethics. Data in the qualitative section were collected by grounded heuristic theory method and then analyzed by testing the structural equation model in LISREL software.
The results showed that 14 components were identified. The results of exploratory analysis showed three central categories of professional ethics, ethical (normative) and ethical knowledge; Four cases of causal conditions including: organizational strategies, training, managerial factors and resources. Two cases of contexts and contexts of the phenomenon, including the staff group and the culture of the organization. And one consequence was the development of individual and organizational professional ethics.
Based on the results of path analysis, the relationship between variables showed that all communication paths were significant and only the path of unnecessary regulations on evaluation and organizational culture on evaluation were not significant. Finally, the tested model showed a good fit in terms of validity.
