Abstract:

In order to manage their affairs in the best possible way, as well as to facilitate the provision of services and the exercise of sovereignty in all parts of the country, governments require the division of lands called "country subdivisions". Hence, every state should inevitably divide the country into smaller administrative units so that it can play a role in the exercise of sovereignty and the provision of public services. This division is sometimes based on history and culture, deprivation, geographical status, population, etc. and sometimes on political considerations. Accordingly, the present study sought to answer the following question: What are the factors affecting the promotion of the levels of national divisions in the two provinces of Semnan and Qazvin? This study was applied in terms of purpose, and descriptive-analytical in terms of method. Data was compiled using three methods including library and internet, documentary and archives, and field survey.
