The Comparison of Performance Indicators of Emergency Department before and after Implementation of Health Sector Evolution Plan in Educational Hospital in Zabol
The health sector evolution plan was implemented in 2014with three approach financial protections of people, establishing justice in access to health services and improving quality of services in hospitals. Therefore, this study aimed to comprise performance indicators of emergency department before and after implementation of Health Sector Evolution (HSE) Plan in educational hospital.
This was a descriptive–analytical study that was conducted in educational hospital affiliated to Zabol University of Medical Science in southeast of Iran in 2019. In order to collect data, five performance indices of emergency department were extracted monthly in two 24-month periods before and after implementation of the Health Sector Evolution Plan by referring to the statistics unit of hospital. Data were analyzed via software Statistical Package for Social Sciences (SPSS 19) using paired T-test.
The result showed that Health Sector Evolution Plan implementation significantly impacted on percentage of patients who were decided upon within 6 hours (p value = 0.004). However, HSE plan implementation had no significantly effect on percentage of patients who left the emergency department within 12 hours, Successful and unsuccessful recovery percentage, and percentage of patients left emergency department against the medical advice (p value > 0.05).
HSE plan implementation has improved percentage of patients who were decided upon within 6 hours. However, implementation his plan did not improve most performance indicators of emergency department of this hospital. Therefore, it is necessary to be provided required infrastructure, including human and adequate financial and human resources, effective training courses on how to implement and follow the guidelines for HSE plan and its goals.
