The Relationship between Islamic Governmentand Ilhādi (Heretical) Governmentsfrom the View of the Noble Qur’an

The purpose of the present study is to review the relationship between Islamic government and Ilhādi (heretical) governments from the view of the Qur’an. In this regard, the descriptive analytical method was used to determine who are the Kafirān (unbelievers) the relationship to whom is warned in the Qur’an. The results showed that the Qur’an just warns against any friendly relationship to the unbelievers who have adopted hostile approaches against the Islamic government and are regarded in the category of so-called enemy so everyone who has a different view and belief from Muslims is not enemy. Moreover, there is a substantive difference between the Mushrikān (polytheists) of early Islam who had animosity against Muslims’ beliefs, and the secular heretical governments in our time who do not consider religious beliefs in their relations to others. Of course, it is evident that any relation that leads to the hegemony of aliens (either people of the book or Mushrikān) over Islamic society is forbidden.
