Identifying Barriers to the Effective Implementation of the Ministry of Education's Policies Using the Fuzzy Delphi Method
The aim of this study was to identify the barriers to the effective implementation of the policies of the Ministry of Education. The present research is applied and in terms of mixed method, is based on qualitative and quantitative research and is of deductive-inductive research. The research community is the experts of the Ministry of Education, who were selected as 36 participants using a purposeful method based on the principle of theoretical adequacy. Data collection tools were in the qualitative part of the interview and in the quantitative part of the questionnaire whose validity and reliability were confirmed using CVR index and Kappa Cohen test and content validity and reliability of the retest, respectively. Research data were analyzed using fuzzy Delphi method. The results of the study include identifying obstacles to the effective implementation of the policies of the Ministry of Education in the form of thirty-three factors. Also, the results of the research include twenty-two strategies that have been proposed to remove obstacles to the effective implementation of the policies of the Ministry of Education.
