Provide legal operators in water management The purpose of this article, which is prepared by descriptive-analytical method and using written documents, consulting and survey, is to study the establishment of water resources utilization organizations as a participatory management approach in water and emphasize the participation of all stakeholders, mainly farmers. At the end, the relevant solutions and suggestions are presented.
