The aim of this study was to assess preparedness of the staff of Youth and Sports Department of Lorestan province in accepting TQM and its relationship with Business Ethics, organizational commitment and its dimensions such as affective commitment, continuance, and normative. The statistical society of this study was the employees of Youth and Sports Department of Isfahan province. Since they were 123 people and based on Cochran formula, 93 people were chosen as the research sample and were selected by simple random method. To collect data, Standard questionnaires were used to collect data from two ethnic Allen and Meyer (1991), Spinal (1994) and researcher made questionnaire Rafiee and et (2009). The validity of the questioner was consulted and confirmed by some management expert. To study the Reliability of the questionnaires, the Cronbach alpha test was implemented and the outcome result was above 0.8. The research methodology was quantity based and its strategy was descriptive survey. The results showed that a higher than average level of readiness of human resources Youth and Sports Department of Lorestan province in accepting TQM (3/64). And there was no difference in terms of gender, work experience, age, education and marital status in the adoption of TQM.There was also a significant relationship between TQM and organizational commitment and both affective commitment and continuance commitment. However, there was a Business Ethics between TQM and normative and moral significance level (P <0.01)
