Coordinates of administrative culture: values of public services in the administrative system of Iran
The purpose of this study is to identify public values that are the basis of decision-making and actions in public and governmental organizations. The subject studied in this paperis related to the issues such as ambiguity in the allocation of resources, measuring the consequences of services, measuring the performance of the administrative system, ambiguity in the selection of decision-making options and the behavior of public service organizations.
67 relevant policy documents (laws, regulations, guidelines, etc.) have been reviewed and analyzed by thematic analysis method.
After counting, reviewing and analyzing valid policy documents, finally 335 descriptive codes, 23 basic themes, 8 organizing themes and a global theme have been counted and the framework of public values has been presented accordingly. The organizing themes listed include reliability, expertise, de-bureaucracy, the behavior of public servant, quality, intellectual dynamism, administrative transformation, and excellence.Limitations & Consequences: One of the main limitations of this study is the impossibility of accessing upstream policy documents in document centers, which are classified as confidential or semi-confidential ones.
Providing a basis for allocating resources, measuring service outcomes, measuring administrative system performance, selecting decision-making options, and conducting public service organizations.
This article, in accordance with the argument made, enumerates the general values in the context of the Iranian administrative system, which is specific to Iranian culture.
