In this regard, the aim of the present study is to examine and compare the explanatory propositions of the current and existing model with the desired model and to determine the difference between "what is" and "what should be". The method of the present study was as follows: using documentary study, library and open and semi-structured interviews with 35 selected provincial experts. The result of this comparative study is that the optimal pattern is related to four situations such as "simultaneous use of the current and desired pattern", "rejection of the current pattern", "evolved form of the current pattern" and "different perspective". To the current pattern.
