Influential Parameters that Affected the Implementation of Privatization Policy(Case study: Iran Khodro)

Background, Automotive Industry is under the dispute for many years. The public claims that it has transferred to the private sector, but everything is under public instructions. This study seeks to identify influential factors on implementation, to provide policy recommendations. The approach of the research is qualitative. Applying Thematic analysis method, semi-structured interviews were conducted with 12 experts from experts and pundits. Data with MAXQDA software were investigated and content were obtained. Since the study results return to initiate a thematic network and prepare some policy recommendations so the object is applicable-development. The data resulted in 436 basic themes , 20 organizing themes and 5 global themes including macro, institutional, institutional-organizational, intervening and moderate variables. From expert point of view, effective factors on policy implementation are divided into five factors. The result of these parameters in different directions and in different ways, is the complexity and the ambiguous situation and challenges. The result of this study shows that success in policy implementation requires the provision of a suitable platform for the activity of the private sector contributing and enabling. This requires the establishment of a private sector acceptance capacity by sovereign bodies.
