Depicting the Optimal Governance in the Islamic Republic of Iran Based on Upstream Documents

The theory of good governance has emerged after the theories of big government and small government in the field of public administration, which defines different and sometimes contradictory roles compared to previous models of governance. In this theory, public administration of society is a participatory process and its actors are the government, the private sector and civil society, each of which has a specific share in the proper management of society. In this theory, universal indicators for good governance are defined and countries are measured, evaluated and ranked annually by international institutions based on these indicators. Given that the concept of good governance is a normative concept, it will be designed and presented based on the values ​​and mental origins of theorists. Although some of the teachings of this theory can be used, but the desired model of governance for the political system of any country, except for its culture, religion and environment can not be designed and presented. On the other hand, the upstream documents in any system of government show the principles, values, goals and ideals of that system, which can be considered as the main source for depicting the desired governance of that system.The purpose of this study is to illustrate the good governance of the Islamic Republic of Iran based on official and approved upstream documents of the country. Research Method In the present study, the data method is the foundation. In this research, first 58 strategic and official documents in the system of the Islamic Republic of Iran have been counted, and then the concepts, categories and finally the desired image of the government of the Islamic Republic of Iran have been modeled by coding and using MAXQDA software. According to the results, good governance in the Islamic Republic of Iran requires playing a role in the field at home and abroad. Roles of good governance inside the country including dignity, education, justice, security, livelihood and progress and roles of good governance abroad in 5 areas of the Islamic world, Imamate, the oppressed of the world, support, international organizations, guidance, system of domination, Resistance and other countries are considered partnerships. After determining the roles appropriate to the areas, the model of optimal governance is modeled based on the method of Strauss and Corbin. According to this model, the central phenomenon of education is causal conditions, basic security conditions, intervening conditions of partnership, and strategic categories are the roles of resistance, justice and progress, and finally consequential categories include the roles of livelihood, Imamat, guidance and Support is provided.
