Criteria for Being a Terrorist to Impose Sanctions on United Nations Security Council, the United States and the European Union

Although there is a global consensus today on the definition of terrorism, determining who or what is included is still a matter of debate. On the one hand, international institutions such as the United Nations, in the framework of Security Council resolutions under Articles 25 and 103 of the UN Charter, list persons on their sanctions list for terrorism. On the other hand, some States, such as the United States and other influential institutions at the regional level, such as the European Union, have added names beyond the standards and procedures of the United Nations, in addition to the names of terrorist individuals and entities of the UN. In three sections the United Nations, the United States, and the European Union, this paper examines the criteria for identifying terrorist groups, the examples presented, and their judicial practice in dealing with related cases.
